What are the mandatory requirements of the CIRCL program?

The CIRCL (Continuous Improvement, Reporting, Collaborating, and Learning) program is built on four foundational elements that every community pharmacy must implement:

  1. Reporting: Anonymized reporting of all medication incidents and “near misses” to a national database (NIDR).
  2. Continuous Improvement: Completing a Safety Self-Assessment (SSA) to identify system vulnerabilities.
  3. Collaboration: Holding at least one documented staff safety meeting per year to review data.
  4. Learning: Creating and tracking formal Quality Improvement (QI) Action Plans.

Yes. Under the CIRCL program, all BC community pharmacies must complete their first MSSA by June 1, 2027. Unlike Alberta, which requires an assessment every 2 years, BC mandates a new assessment every 3 years. Currently, the CPBC recognizes only two vendors as having a SSA tool that meets the provincial standard: Pharmapod’s PSSA and ISMP Canada’s MSSA.

The Data Sharing Agreement (DSA) is a formal document between ISMP and the pharmacy that specifies the necessary data fields that Pharmapod will share anonymously to populate the national incident data repository (NIDR).

It is important to note that the data processing fee, which is a separate charge from ISMP Canada, is not covered by or included in Pharmapod’s services or fees. Pharmapod does not impose a charge for the data integration with ISMP.

The CIRCL requirements are clear, but the implementation can be time-consuming for a busy pharmacy team. Pharmapod saves time with digital workflow efficiencies.
